Rules not firing is not a known issue so there must be something specific to your accounts.

I just tested with a GMAIL account creating a new rule that will move incoming email based on subject to a new folder and that worked. There is a feature to Export rules under Options. Try exporting your rules and deleting the existing ones and then test creating a brand new one and see if that will work. I did check to see if there were any known bugs or reported issues with this problem but I did not find any.

When I try to repro the problem I am also not able to cause the problem to occur. I apologize you are running into the issue. If I knew a solution I would post it. Its just not a problem I have come across yet. To figure this out it may require some investigative troubleshooting. Please open a support case so an engineer can help investigate. If it works fine in safe mode, check if there are any add-ins that is causing the issue and disable it. As a last resort create a new profile in Outlook and setup the e-mail account. I removed the account and recreated as instructed. The rules still behave in the same manner – won’t run automatically but do when I run them manually.

I only have two rules that move emails to different folders based on the subject. This worked without fail in Outlook with the exact same account.
